THERE was a cold and freezing welcome to 2010 in Teignbridge and the old year has been fading out in similar fashion.

Compared to other parts of Britain, which at times ground to a standstill because of heavy snow, parts of the district escaped lightly.

It is also cold comfort that from January 4 the VAT rate jumps to 20 per cent.

For Teignbridge it has been a year of change and crunch. M
