THE owner of a partly-completed Ashburton business park has been given 12 months to get the ball rolling or face the prospect of criminal proceedings.

Poppy Properties was first given planning permission for the seven-unit Dolbeare 21 project in 2003.

To date only one building has gone up, which is occupied by Devon and Cornwall Police.
