AN application to develop 27 acres of land off Bradley Bends, Bovey Tracey, had revealed a sharp divergence of approach between Teignbridge councillors and officers, a planning inquiry has heard.

Anthony Crean, QC, told the first day of the inquiry at the district authority's Forde House headquarters, Newton Abbot, on Wednesday, that officers recommended approval but councillors blocked the development.
