The number of houses scheduled to be built in Teignbridge is likely to drop.
It follows a strong move this week by councillors to ignore recommendations given by independent housing experts.
Members of the overview and scrutiny committee decided to recommend to the executive that the number of homes to be built in the district in the Core Strategy should be reduced to 10,000.
That is a cut of 2,400 in new figures produced by consultant Opinion Research Services of 12,400.
Cllr Kelvyn Shantry suggested that figure was unsound based on the latest evidence..
And Cllr Jackie Brodie called for a cautious approach which could be viewed in five years.
