Response times to dawlish Warren by firefighters could take longer if speed humps are introduced as part of the Dawlish North Community Travel Plan.
The £68,000 Dawlish Warren Pedestrian Safety and Traffic-Calming scheme involves the length of Dawlish Warren Road from Mount Pleasant to the Dawlish Sands Holiday park.
Included in the proposals is a gateway feature on the approach to the bend near Mount Pleasant, countdown road markings, a 20mph zone, speed cushions, two zebra crossings and a bus layby and shelter.
Members of Teignbridge partnership Committee heard last week that there was a great deal of public support for the scheme.
During the consultations there had been 144 in support and four expressing concern.
The police were in support, but Devon Fire and Rescue service raised concerns about slightly-increased response times if the road humps were put in – there were seven to be included between Beach Road and Shutterton Lane.
The committee was told that discussions had taken place with the fire service and bus company Stagecoach, and a formal response was awaited.
A number of transport operators involved with the delivery of mobile homes to the various holiday parks had expressed concern regarding access with the extraordinary large vehicles.
But trials had been carried out in the autumn using the large vehicles and adjustments had been made to the features to allow free access to all the holiday parks.
Cllr John Clatworthy said the proposal had clear benefits to residents as well as summer visitors.
'The fire service response time might be slightly less.
'People, though, can cross in safety because we are slowing traffic down,' he said.
The committee approved the scheme and, subject to no objections being received by February 16, the orders for the road humps and the 20mph zone will be made and sealed as advertised.
Work is to be carried on the scheme in three stages – 1 Mount Pleasant to Beach Road; 2 Dawlish Sands Holiday Park to Shutterton Lane; 3 Beach Road to Shutterton Lane.
