A government inspector has given the go-ahead for 185 houses at Bradley Bends, Bovey Tracey.
The scheme also includes 915 sq m of employment floorspace.
Olivia Spencer has upheld an appeal by Guy Langworthy against Teignbridge Council's refusal of planning permission of an application which also included public open space, associated infrastructure, re-alignment of the B3344 and outline permission for 20 self-build properties.
At the three-day planning inquiry in June, Mr Langworthy was represented by Anthony Crean QC, but his application for costs against the district authority was refused.
