A new £2.4million traffic-free cycle route linking Kingsteignton and Newton Abbot will have to be closed for more than two weeks each year because of fears that cyclists could 'spook' racehorses.
The 11⁄2 mile track is due to be built between Greenhill Way and Town Quay and is part of the National Cycle Network Route 2.
It will follow a line through Hackney Marshes and along the back of Newton Abbot Racecourse, finishing on a new bridge over the River Teign.
The scheme has been proposed by Devon County Council and the authority is now seeking planning permission.
On Monday members of Teignbridge Council's development control committee will consider the request and will be told by planning officers that they have no objections.
