THE picturesque South Devon Railway has provided the ideal backdrop against which to drive home the 'open for business' message. Cllr Ros Prowse, chairman of Teignbridge Council, was invited on to the footplate on Wednesday by fellow district representative and railway volunteer Cllr Charlie Dennis.
