BRADLEY Lane, Newton Abbot, is a minefield for pedestrians, and a tragedy waiting to happen, Cllr Reg Wills claimed this week.
The private lane has no pavements, is strewn with potholes, there is no lighting and recently two sisters fell into the leat which runs alongside the road.
In the hope of getting urgent improvements, Cllr Wills has tabled a question under standing orders to today's Teignbridge Council meeting.
He said the lane served an industrial estate and houses, amounting to more than 300 people, and it had no footpath and an unguarded leat.
'The area is extremely hazardous and the public have been anxiously awaiting improvements with the construction of the Wolborough Street-Highweek Street link road.
'I was informed that work on the link road is to start shortly. Would the council give a firm indication when it will commence,' asks Cllr Wills.
His question to today's meeting also asks: 'The developers are committed to a scheme, even a revised one. Would the Devon County Council, Teignbridge Council and the developers make an authoritative statement to re-assure the public of an early start to the road?'
Cllr Wills pointed out that some months ago he asked the district authority to consider providing an alternative emergency exit from the Bradley Lane Industrial Estate.
He stresses that the lane is a disaster for pedestrians and he sees no reason why the Wolborough Street-Highweek Street link could not be built before the Wolborough Street development plans get the go-ahead.
'By building the link road, vehicles will not use the lane as much and pedestrians will not get harmed. I also want assurances that something will be done regarding the unfenced leat,' added Cllr Wills.
The 20-year-old sisters fell into the leat on their way home in the evening from Steve's Gym and were walking beside it when part of the ground gave way and they slipped in.
One of them, Sarah Mather said they were both injured.
'I injured my shoulder and was covered in bruises. I think the lane needs to be well lit and a metal frame should be put over the leat. I have not been down the lane since I hurt myself,' she said.
She continued that she was extremely angry at the conditions of the road and believes there should be vast improvements to it.
There is confusion regarding the owner of the lane, and who will pay for any improvements, and Cllr Wills is hoping today's council meeting will throw up some answers.
