A Teignbridge union leader has said he hopes to work with council bosses after an 'urgent review' of staffing levels at the district's leisure centres was called for.
It has been claimed that the cost of running the services was higher than either the private sector or other local authorities and that savings had to be made.
Next month, members of Teignbridge Council's executive will consider a report by an internal watchdog which calls for action.
Chief among the recommendations from the Leisure Review Reference Group is a review of staff costs and management structures.
Report author Cllr Alan Connett, former leader of the council, said: 'I don't know if this will mean job losses, that's a matter for the executive.
