A planning inspector has said motorcycle race practice at Teigngrace was unlawful and has refused to overturn restrictions imposed by Teignbridge Council.
Gail Jones had appealed against the enforcement notice issued on noise pollution grounds by the authority last November relating to agricultural land opposite Brocks Farm.
She argued that the riding of motorbikes by her son and others was merely recreational and had taken place occasionally over many years so should be allowed to continue.
But inspector Keith Turner decided that aerial photographs showed the change was more recent and that the number of days each year the site was used exceeded the 14 permitted without planning permission.
