Campaigners trying to limit the number of new homes being lined up for the district have accused officials of 'extreme arrogance' and ignoring residents' wishes.
They said planners were intent on developing land near Seale-Hayne and Wolborough, despite the results of public consultation having yet to be published.
Last month councillors on the district authority's overview and scrutiny committee voted unanimously to recommend that no more than 10,000 homes were built in the next 20 years.
Evidence to support their position is being considered by Teignbridge Council's executive as the figure is at least 2,000 lower than experts suggest.
