Bovey Tracey landowner Ben Nock is hoping to win planning permission for more than 200 homes and an industrial estate at Bradley Bends.
The 27-acre greenfield site was removed from the 20-year Local Plan last month after public consultation showed little support for it.
Via his agent Guy Langworthy, Mr Nock has submitted a planning application to Teignbridge Council for 205 homes and 'flexible' employment units.
He suggested a negotiable affordable housing figure of 25 per cent, to include 20 self-build plots, and claimed the reasons for the site's deletion from the Local Plan were 'spurious and wrong'.
