He is also a town and district councillor and is currently deputy leader for East Devon District Council.
Axminster-born Andrew was educated locally and directed his own company in the town for 24 years.
He said: ‘I am delighted to be the chairman of Devon County Council and feel extremely honoured, for myself, my family and the community of Axminster which I represent.’
