Bovey Tracey residents have rejected the idea of a supermarket in Le Molay-Littry Way.
A survey conducted by the Community Council for Devon attracted almost 2,000 responses, of which nearly 80 per cent were in opposition.
A similar number called for the two fields, gifted to the town by developers 20 years ago, to be used for a new school with community facilities.
The results were published this week by the town council.
Mayor Cllr Anna Klinkenberg said the next stage was for engineers to complete a flood risk assessment.
'Nothing can happen without those results,' she said.
