residents of Sandpath Road, Kingsteignton, have been hit by a second wave of parking tickets.
Some have been leaving their vehicles in Cottey Meadow – homes run by the Guinness Hermitage housing association – for nearly 18 months without any problem, then in eight weeks between 10-15 tickets have been issued.
It was in late 2008 that the parking issue first reared its head.
Residents had been parking there quite happily for ten years, but when Guinness Hermitage took over the management of the estate from Devon and Cornwall Housing, it implemented a parking fine and clamping scheme.
