BUCKINGHAM Orchard Park Homes, Chudleigh Knighton, was breaking its licensing requirement by operating without a caretaker manager on site, a tribunal heard last week.
At the Southern Residential Property Tribunal in Newton Abbot on Friday one of the adjudicators asked site owner Jeffery Small if there was a full-time resident care manager on site.
He was told: 'It clearly states on your licence a caretaker manager is to be resident on site.'
Mr Small answered: 'That is intriguing because I did not realise that.'
Susan Broadbent, who has lived on the site since May with her husband Scott, was asking the tribunal to take action on a number of safety issues through the Mobile Homes Act.
She said a pole carrying electricity and telephone wires was tight to her home and caused a safety risk, while when there were water leaks on site residents should be made aware the water was being turned off.
