Bosses at the Tesco store in Kingsteignton are in talks with its 400 staff about restructuring.
Voluntary redundancy packages and early retirement are being offered, it is understood, as part of the consultation process.
The review is also looking at potentially changing and even cutting working hours across the departments.
Staff are having talks individually with managers and personnel members.
It is believed the store is overmanned at certain times of the day and undermanned at others.
