AT the beginning of last year the Teignbridge Scouts area was top of the ladder for growth out of Britain's 811 districts. Its membership had grown by 25 per cent and the success story continued throughout 2009. Looking back on the past 12 months, the district's Scout Commissioner, Alan Partridge said it had been a year of great achievement. In July 2007 it set out three aims and objectives: that the leaders would become the best trained in the county; that the Scout groups would be the best supported in the county; and the district would be restored, in two-to-three years, to its original 1978 strength of 19 groups.
