Trago boss Bruce Robertson has demanded a 'root and branch' overhaul of Teignbridge Council alleging its £100,000-a-year-chief executive, Nicola Bulbeck, had allowed 'systemic rot' to spread throughout the authority.The council has defended itself saying Mr Robertson's complaints had been independently investigated and that he should approach the ombudsman if not satisfied.Mr Robertson (left) wants an investigation into Mrs Bulbeck's alleged conduct and that of her head of planning, Steve Robinson. A Teignbridge Council spokesman said: 'We are committed to being well-managed and transparent in our decision making.
