Two Turkish nationals are being quizzed by UK Border Agency after a takeaway shop in Chudleigh was raided on Tuesday.
The agency swooped on the property and took away two people during the afternoon.
A spokesman for the UK Border Agency said: 'Two Turkish nationals were arrested for illegal working offences on an intelligence-led UK Border Agency operation in Chudleigh yesterday.
'A UK Border Agency immigration officer has been interviewing the two individuals today.'
Ali Akbas, who is looking after the Flames kebab and pizza shop for the owner, told the Advertiser: 'I did know one of the men and I believe the other man was in the country on holiday.
'We did not open on Tuesday night, but we are open again now.'
Jacqui Titford, an advertisement representative for this newspaper, was working in the area when the agency raided the takeaway.
'I counted four Border Control officers who came from the direction of Co-op store and bundled into Flames,' she said.
'Shoppers and residents did stop to see what was going on.'
Planning permission was granted three years ago to convert the building from a newsagent to a takeaway, despite objections.
