Objections raised by Kingsteignton Town Council have been overruled and outline planning permission granted for up to 55 homes on a Christmas tree farm in Vicarage Hill.
The decision was taken on Monday by district councillors keen to ease the long standing shortage of new homes.
The town council had opposed the scheme, the third put forward for the four-acre site, on the grounds the site was outside the development boundary, road safety concerns and overdevelopment in an area of outstanding beauty.
