OUTGOING Tory MP Anthony Steen (left) has handed back more than £11,000 in parliamentary expenses after he lost his appeal against repayment demands.The failed appeal by the Totnes MP included £28.50 for a flag pole rope and binding, and £117 for the hire of a skip.The review of MPs expenses said Mr Steen had claimed more than £10,000 for gardening costs in a three-year period, which exceeded the retrospective £1,000 spending limit by more than £7,000.He has already repaid almost £5,946.93 but has been ordered to pay back a further £5,264.82, mostly relating to garden costs.In Sir Paul Kennedy's report into the appeals, it says Mr Steen had argued his garden was for the benefit of his constituents.It also says that Mr Steen claimed the limitation on gardening expenses 'discriminated against those in rural constituencies who tended to have larger gardens'.The Totnes MP is standing down at the general election after the public furore over his £88,000 expenses, which included claims for tree surgery and protecting his shrubs from rabbits.
