Ken Pegden, chairman of the Kingskerswell Alliance, writes: Devon County Council has announced it is to make alterations to the Kingskerswell Bypass scheme affecting the residents of Milber and Aller. A spokesman for Devon County Council has said there is going to be an exhibition of the revised layout and residents would be sent leaflets. These amendments to the scheme (at Milber/Aller) came about largely because of effective lobbying from their county councillor, Gordon Hook, something I congratulate him on. His efforts were no doubt helped by the fact that these changes also shaved some £10m off the overall price tag and therefore helped the authority reduce the ludicrous £108m cost. Compare that to what happened when a certain parish councillor tried to get improved environmental protection for the residents of Kingskerswell. A group of pro-bypass councillors reported him to the Standards Board for England on the basis it would add to the overall cost. Furthermore, the decision to refer him to the SBfE was leaked to the press within hours. As for the residents of Kingskerswell and how they have been treated, none of the revisions made to the Kingskerswell Bypass scheme affecting them, including junction changes to the north and proposals for a revised elevation, have ever been subject to local consultation. We haven't had the benefit of exhibitions and leaflets. In fact, residents living adjacent to the proposed road have never received a single piece of correspondence telling them anything about how the scheme will affect them. I can confirm to you that people are telling me on a daily basis they don't really know where the road is going or what its likely effects are going to be. This scheme is going to be like a tsunami – by the time you see what's coming, it'll be too late. But all is not lost. the bypass scheme is currently being considered by a government panel and it wants your views. If you feel you have not been kept properly informed, or maybe you have some other comment to make, it is important you write to this address as soon as possible: The Panel Secretary, South West RSS Examination in Public, 2 Rivergate, Temple Quay Bristol BS1 6EH.
