Highways chiefs have blamed red tape for 'sleeping policemen' that residents say are worse than useless and threatening lives.

People living in narrow Greenhill Road, Kingskerswell, have claimed they are at the mercy of 'mad' drivers since the speed bumps were lowered.

They fear horse riders, dog walkers and children are particularly vulnerable.

The lane is popular with motorists cutting through the back of the village and traffic calming was installed several years ago to improve safety.

Residents were instrumental in the decision and happy with the results.

But engineers have recently done away with the original humps and installed lower, flatter pads.

According to those living there, collisions have already taken place and too many people are experiencing close shaves as drivers press on, undeterred by the ineffective measures.
