PHASE two of the planned northern link road between Jetty Marsh and Whitehill Cross, Newton Abbot, has still not begun, even though an inspector passed it at appeal in November 2006.

Now, more than five years on, Sibelco UK Ltd has applied to Teignbridge Council for an extension of time for the implementation of the scheme, which includes the provision of flood alleviation works and associated landscaping.

The application goes before the district authority's planning committee on Monday, with a recommendation that it should be implemented within three years.
