DISTRICT councillors have refused planning permission for up to 80 homes at Penns Mount, Kingsteignton, despite warnings that taxpayers could face a costly appeal.

Codex Land Promotions wants to build on the greenfield site which is allocated for housing in the Local Plan.

Linden Homes already has permission to develop 250 properties on an adjoining site.
