The town hall was packed out on Thursday last week as around 250 people attended a public meeting held by Buckfastleigh Community Forum.
Forum chairman Neil Smith said he believed the town can win.
'The more I understand what is going on, the more I believe we can stop it because it is a bad plan,' he said.
Lawyers are looking at the existing permission, to see if work carried out at the quarry over the past three years complies.
