A decluttered Courtenay Street was officially opened on Tuesday with balloons, magic and song.
Jerry the Trumpeter and Lez the Pirate Magician joined councillors and other top brass at the ribbon-cutting to celebrate the completion of £93,000 project.
Redundant metal work and lamp posts have been removed, market stalls have been reconfigured, there are more seats and better positioned recycling bins.
Most of the money came from the national Growth Point scheme, topped up by Devon County Council.
