Refusing permission for a 205-home estate on the edge of Bovey Tracey will cost district tax payers 'an awful lot of money', developers have warned.
On Monday, members of Teignbridge Council's planning committee voted against the project which had been tabled by landowner Ben Nock.
He wanted to erect 185 dwellings, provide a further 20 plots for self-build and 915 sq m of employment units at Bradley Bends.
Officers had recommended approval but 850 residents objected, more than double the 379 who expressed their support.
