Teignbridge Council and Devon's other district authorities will survive, the government has decided, with the prospect of a unitary authority for the county consigned to the bin.But Exeter is to be given self rule, a move which has furious opponents describing the government as 'stark staring bonkers'.The announcement was made on Wednesday by local government minister Rosie Winterton after a three-year review of the county's future.But five days beforehand, Exeter MP and culture minister Ben Bradshaw seemed to sense how the decision would go.
