Last minute government rule changes on council tax bills mean Kingsteignton could be broke by next summer, thereby jeopardising services and leaving contractors and suppliers begging for payment.
Another gloomy prospect is to cut or even scrap grants such as the £4,000 given to the community swimming pool.
That was the 'frightening' picture presented to members of the town council on Wednesday when the subject of next year's precept came up for discussion.
Cllr Rob Harris, chairman of the finance committee, told colleagues he should be recommending that they approve a rise of 17 per cent, or 13p per week for the average household.
