TEIGNMOUTH town council may have to go cap in hand to local organisations to ask their help keeping a public toilet open.
The conveniences at the Point will be closed on April 1 unless the town council can come up with a plan to fund the well-used facility.
The town council has been asked by Teignbridge Council to have any proposals ready by mid-March.
So the town council will now approach local organisations that use the Point toilets to see if they can help.
Dave Tickell, town clerk, said negotiations would be begin soon.
He said: 'We will approach organisations that use the Point to see if they are willing to enter into a partnership arrangement to keep that facility open.
'But really funding is the responsibility of the district council as the council tax levying authority.
'Some people may be in danger of being taxed twice for that facility which is unfair and against what the Government wants.'
Cllr Vince Fusco agreed with that, adding: 'I feel this will cause a lot of problems for local people.
'I particularly feel sorry for those people who own beach huts near the Point.
'I am sure they won't want to see those toilets closed.
'The people of Teignmouth have paid for those toilets already in their council tax.
'Anything further would be dual funding and that's illegal.'
